Restructuring REL Listing Fees

ISED Notice No. SMSE-006-23 – Decision on Telecommunications and Radio Equipment Service Fees of the Certification and Engineering Bureau

Effective as of September 1, 2023, ISED is restructuring their REL Listing Fees. This fee structure now has a different cost depending on if the application is a new registration, or amendment to an existing registration. This new fee also includes a significant increase to the ISED portion of an application from previous costs and marks ISED first increase to this fee in 12 years. Any application that is not fully reviewed by ACB and submitted to ISED by September 1, 2023 will be subject to these new fees.

This is to advise you that Innovation, Science and Economic Development Canada (ISED) has updated and published the following document:

Radio Standards Specification RSS-192 — Flexible Use Broadband Equipment Operating in the Band 3450-3900 MHz, which sets out the requirements for the certification of flexible use broadband equipment used in fixed and/or mobile services operating in the frequency band 3450-3900 MHz.

The main changes are listed below:

  • Extended the upper end of frequency range from 3650 to 3900 MHz to allow flexible use and updated the title of the standard accordingly.
  • Added and revised definitions to clarify the terms used.
  • Modified the transmitter output power for indoor base station and subscriber equipment other than fixed subscriber equipment
  • Added out-of-frequency band unwanted emission requirements for equipment operating beyond 3900MHz.
  • Removed the test report requirements as the requirement of identifying base station equipment as type 1 and type 2 classification has been removed.

Following its approval by TC CYBER, the following deliverable has now been published by ETSI and is available for download on the ETSI website at:

TS 103 928 – V1.1.1 – Cyber Security (CYBER); Cyber Security for Home Gateways; Conformance Assessment of Security Requirements as vertical from Consumer Internet of Things (etsi.org)

This standard specifies a conformance assessment methodology for Home Gateway devices of their security risk mitigation and privacy protection measures against the ETSI TS 103 848, addressing the mandatory provisions as well as conditions and complements of the standard by defining test cases and assessment criteria for each provision. The methodology is fully adapted from ETSI TS 103 701 and the present document additionally covers the modifications and additions on provisions made in the ETSI TS 103 848.

SUMMARY: In this document, the Federal Communications Commission (Commission) revises its rules to provide new opportunities for unlicensed field disturbance sensor (FDS) devices (e.g., radars) to operate in the 57–71 GHz band (60 GHz band) while still ensuring coexistence with other unlicensed technologies in the band. The Commission’s decision is a significant step in the continuing expansion and evolution of its rules and will supercharge the development and deployment of new and innovative radar operations—including valuable safety applications that detect unattended children in vehicles and which previously could only be permitted through a waiver of the rules.

The significant changes of this publication are related to section 15.255, as well as other related Sections in Part 15, effective August 23rd . This is one important change:

§ 15.31 Measurement standards.

(c) Except as otherwise indicated in §§ 15.255 and 15.256, for swept frequency equipment, measurements shall be made with the frequency sweep stopped at those frequencies chosen for the measurements to be reported.
