Vietnam: Circular No.14/2026/TT-BKHCN Revises Conformity Declaration and Assessment Framework

越南:越南发布第 14/2026/TT-BKHCN 号通告,重构合格评定与声明体系

Subject: Updated Framework for Conformity Declaration and Conformity Assessment

On 9 April 2026, the Ministry of Science and Technology (MST) issued Circular No.14/2026/TT-BKHCN, introducing a comprehensive revision to the regulatory framework governing conformity declaration and assessment for products placed on the Vietnamese market. The circular will take effect on 25 May 2026, replacing previous regulations.

The updated framework establishes a clear distinction between voluntary standard conformity declarations and mandatory technical regulation compliance declarations, and formalizes multiple conformity assessment methods aligned with product risk levels. Certain assessment methods are restricted for high-risk products.

Key updates include:

  • Introduction of structured conformity assessment methods aligned with product classification
  • Defined certificate validity, up to 5 years, subject to surveillance
  • Mandatory submission via the national online database system
  • Standardized compliance marking requirements (CR mark) applicable to regulated products
  • Transitional provisions allowing existing certificates and declarations to remain valid until expiry

South Korea: KC Updates SAR Regulations and Test Requirements (01 April 2026)

韩国:KC 认证更新 SAR 法规及测试要求(2026 年 4 月 1 日生效)

Subject: Korea RRA Revised SAR Standard & Mandatory Test Conditions

Released Date: 01 April 2026

Official Issuer: Radio Research Agency of Korea (RRA)

Korea RRA has officially updated the KC SAR regulatory system and revised relevant test specifications. The legacy SAR standards KSC3370-1 and KSC3370-2 are replaced by the new unified standard KSC 3350:2024. A full set of stricter testing rules for notebooks, tablets and wireless devices have been officially enforced starting from April 1, 2026.

Key Highlights:

  • Standard Replacement: Legacy KSC3370 series standards are phased out, fully replaced by KSC 3350:2024.
  • Notebook SAR Rule: The 20cm antenna distance body SAR exemption is cancelled; body SAR testing at 2.5cm separation is mandatory for spectator exposure assessment.
  • Additional AC Power Test: Tablets and notebooks must complete SAR testing under both battery mode and AC adapter connected mode.
  • Housing Material Control: Products with different outer shell materials require additional SAR assessment based on worst-case configuration.
  • TAS Evaluation Upgrade: TAS calculation is updated with differentiated assessment rules for smart transmit and antenna grouping, instead of simple power summation.
  • Comprehensive Technical Updates: Expanded frequency coverage from 4 MHz to 10 GHz including NFC; optimized 150 MHz test method; limited maximum body SAR test distance to 5mm; added extra requirements for proximity sensors and TAS; mandatory submission of tune-up procedure documents.

Implementation Plan:

  • The revised SAR standard and test requirements take effect on 01 April 2026.
  • All new KC certification applications must comply with KSC 3350:2024 and the latest test conditions.
  • Existing certificates approved under the old standards remain valid for continuous sales and circulation.
  • Authorities will strictly implement full-condition SAR testing and technical document review for new projects.

Russia: Rosaccreditation Authority Expanded for Foreign Certificates of Conformity

俄罗斯:俄罗斯联邦政府签署第 1669 号政府令,授权 Rosaccreditation 暂停或撤销其他 EAEU 成员国违规证书/声明、召回无实测产品。

The Russian Government has expanded the powers of Rosaccreditation, a federal agency, with respect to the regulation of foreign certificates of conformity.

On November 30, 2025, the Russian Government granted Rosaccreditation the authority to suspend the validity of certificates and declarations issued with violations in other Member States of the Eurasian Economic Union/EAEU: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. As a result, it has become possible to recall goods supported by documentation that was not based on actual testing.

Additionally, amendments to Russian Government Resolutions No. 936 and No. 1856 entered into force on February 6, 2026. Under the updated provisions, if a certification body from an EAEU Member State commits three or more violations within one calendar year resulting in certificate suspensions, Rosaccreditation shall terminate the validity of all certificates issued by such certification body for the subsequent 12-month period.

On February 13, 2026, administrative orders were issued with respect to three certification bodies located in Kyrgyzstan: Muras; Tsentr Sertifikatsii i Ispytaniy (Certification and Testing Center); and Expert-Line. All certificates issued by these organizations after February 9, 2026 ceased to be valid in the Russian Federation. Certificates issued prior to February 9, 2026 remain valid.

The new measures adopted by Rosaccreditation are aimed at protecting the Russian market from unsafe products.

  • Importers must issue a Declaration of Conformity (DoC) per shipment.
  • Certificates are valid for 3 years. Based on one application, both G-Mark certificate (MS-SC) and Oman conformity certificate (OM-SC) are issued simultaneously.

Egypt: NTRA Continues Implementation of Unified Digital Type Approval System

埃及 NTRA 统一推进型号核准数字化申报体系,并收紧 Light Scheme 适用范围

Subject: Digital Submission Portal Now Mandatory for All Type Approval Applications

The National Telecommunications Regulatory Authority (NTRA) of Egypt continues to enforce the unified digital submission system for type approval of radio and telecommunications equipment, which has been in effect since 1 January 2026. All type approval applications, including Light, Intermediate, and Tight schemes, must be submitted through the official NTRA digital platform, replacing previous multiple channels.

Important recent clarifications (March–April 2026):

  • Light Scheme now applies only to products manufactured in highly regulated countries, including the EU, US, Canada, Japan, Australia, Russia, etc. Products from China and India generally cannot use Light Scheme unless they hold specific ISO certificates from recognized regions.
  • Intermediate / Tight Schemes apply to most other products, with Tight requiring more extensive documentation.
  • 3G-only devices have been banned from type approval since 1 October 2025 – devices must support at least 4G/2G or 5G.

The digital portal improves transparency and processing efficiency, but manufacturers should anticipate stricter scrutiny for non-Light scheme applications.
