2. Chairman Carr Proposes to Strengthen Rules Governing Dangerous Gear

FCC proposed rules governing dangerous electronic equipment

Chairman Carr 提案强化高风险设备监管规则

On July 1, 2026, FCC Chairman Brendan Carr proposed new rules to strengthen the FCC’s oversight of electronic devices and protect Americans against insecure gear.

While the FCC’s Covered List has long prohibited finished products produced by entities that pose a national security risk, this new decision would extend those prohibitions to component parts.

The decision would also require e-commerce platforms to display FCC IDs when marketing or selling FCC-certified devices.

In an accompanying Further Notice of Proposed Rulemaking (FNPRM), proposed rules would seek comment on modernizing the FCC’s equipment authorization rules, particularly in light of recent developments involving the Covered List.

3. Chairman Carr Proposes to Expand Direct-to-Device Satellite Broadband Connectivity to Unlicensed Wireless Devices

Direct-to-device satellite broadband connectivity proposal

Chairman Carr 提案拓展直连终端卫星宽带通信至非授权无线设备

On July 15, 2026, FCC Chairman Brendan Carr proposed a new proceeding to explore avenues to allow unlicensed wireless devices to communicate directly with satellites.

The proceeding will examine over 225 megahertz of unlicensed spectrum to potentially support capacity requirements and complement other bands for direct-to-device (D2D) services.

The proposal would also clarify that using equipment authorized under the FCC’s Part 15 rules for unlicensed wireless devices is permitted within FCC-authorized spacecraft.

Since the Commission adopted its pioneering Supplemental Coverage from Space framework, consumers have benefited from ubiquitous — and often lifesaving — connectivity that D2D provides in areas with inadequate cellular coverage.

If adopted at the August Open Meeting, the NPRM would examine potential reforms to enable devices operating in Part 15 bands to communicate with FCC-authorized satellites on both uplink and downlink bases.
