OET Seeks Comment on Best Practices to Implement the Fast-Track Priority Review Process for Applications Tested in Trusted Labs
ET Docket No. 26-119
Comment Date: June 22, 2026
Reply Comment Date: July 6, 2026
In the Second Report and Order and Second Further Notice of Proposed Rulemaking, the FCC adopted a measure to strengthen national security and incentivize domestic testing and certification, including the creation of a fast-track priority review process for applications tested in Trusted Test Labs.
For the purpose of equipment authorization, the Trusted Test Lab designation includes entities that have been accredited and recognized by the FCC and are located in the United States, in countries with Mutual Recognition Agreements in which the FCC participates, or in Reciprocal Economies.
Request for Comment
OET seeks general comment on best practices for implementing a fast-track PAG process for Trusted Test Labs, including:
- How should applications from Trusted Test Labs be prioritized in the PAG review process?
- If an application includes components from multiple test labs, should only the PAG items tested by Trusted Test Labs qualify for the fast-track process?
- What should be removed from the PAG list to create a streamlined list with fewer equipment categories for fast-tracked applications?
- Are there other measures that would aid in removing associated lag time with PAG review and approval?
- Should a dedicated category be introduced into the KDB inquiry system for labs to identify applications tested by Trusted Labs?
- Are there alternative approaches or additional considerations related to implementing a fast-track PAG process?
3. Telecommunications Certification Integrity & Security Updates

强化电信认证机构、检测实验室及设备授权项目的合规性与安全性
Promoting the Integrity and Security of Telecommunications Certification Bodies, Measurement Facilities, and the Equipment Authorization Program
SUMMARY: The FCC adopts measures to strengthen national security and encourage reciprocity in testing and certification.
The FCC creates a fast-track priority review process for devices subject to Pre-Approval Guidance for applications tested in Trusted Test Labs. The rule also updates post-market surveillance and enforcement procedures and establishes confidential reporting channels for industry participants to raise concerns about violations or national security threats.
The FCC also directs development of a consolidated list of prohibited entities to streamline applicant screening and aligns ownership reporting timelines for publicly traded companies with U.S. Securities and Exchange Commission requirements.
This final rule is effective June 15, 2026, except for certain delayed amendments. The FCC will publish a document in the Federal Register announcing the effective date for those delayed provisions.
4. Proposed Changes for Non-MRA Labs and TCBs

FCC 拟议:停止非 MRA 地区实验室/TCB 认可,征求意见至 6.15
Promoting the Integrity and Security of Telecommunications Certification Bodies, Measurement Facilities, and the Equipment Authorization Program
The FCC issued a Second Further Notice of Proposed Rulemaking proposing to cease recognition of test labs, Telecommunication Certification Bodies, and laboratory accreditation bodies located in non-MRA or non-reciprocal territories.
The FCC also seeks comment on modernizing data analytics capabilities and explores additional measures to protect intellectual property and national security.

2026 年 5 月 12 日,FCC 更新了 Covered List 的 FAQ
FCC Updated FAQ on Routers Covered List – 05/12/2026
The FCC updated its FAQs on recent updates to the FCC Covered List regarding routers produced in foreign countries.
Software and Firmware Updates
Can routers on the Covered List get basic software and firmware edits?
Yes. Pursuant to a waiver of its rules, these devices can continue to receive basic software and firmware updates to maintain usability.
Conditional Approval End Dates
If a Conditional Approval ends on December 31, 2026, does that mean the device can no longer be sold after that date?
No. After the end date of the Conditional Approval, the device can no longer receive FCC equipment authorization. However, if the device received equipment authorization during the Conditional Approval window, there are no restrictions on the ability to import, market, or sell the device after that date.
6. Post-Market Surveillance Updates

FCC OET Seeks Comment on Revisions to Post-Market Surveillance Procedures
OET seeks general comment on potential revisions to post-market surveillance procedures. Specifically, OET seeks input on several questions, including:
- What percentage of certification grants should TCBs be required to sample in a calendar year, and how should that quota be calculated?
- How should TCBs explain their reasoning behind sample selection and tests carried out for surveillance?
- Would it make sense for a percentage of surveillance devices to be tested by the TCB’s internal test lab?
- Is there benefit in requiring some post-market surveillance testing to be done in a different test lab than the one used for certification?
- Would it be beneficial for some surveillance devices to be tested “out of the box,” rather than relying solely on test mode from the manufacturer?
- How can OET strengthen the existing voucher program to allow for more real-world testing of devices in the marketplace?
- What escalation methods should be used when a TCB needs to raise concerns, including when grantees are uncooperative in providing required samples?
- Are there certain types of devices or equipment classes that should have required testing performed during surveillance?
- Should devices be selected for surveillance based on their power listed on the grant of certification?
- How can post-market surveillance testing be made more beneficial to the public?
